Federal Long Term Care Insurance Program (FLTCIP)

Program Description
The Federal Long Term Care Insurance Program provides long term care insurance to help pay for the costs of care when you need help with activities you perform every day, or you have a severe cognitive impairment, such as Alzheimer's disease.

The U.S. Office of Personnel Management (OPM) serves as sponsor and regulator of the Program.

John Hancock and MetLife – two of the largest and most financially stable companies in the insurance industry – provide the insurance.  Long Term Care Partners administers the coverage.

General Program Requirements
The Long-Term Care Security Act of 2000 makes over 20 million members of the Federal Family eligible to apply for insurance under this program , including most Federal and Postal employees and annuitants, active and retired members of the uniformed services, their qualified relatives and a few other eligible groups.  Unlike some other insurance products, long term care insurance under the Federal Program is something you must apply for, and pass a medical screening (called underwriting), in order to be enrolled. Certain medical conditions, or combinations of conditions, will prevent some people from being approved for coverage. If you are in a group eligible to apply, you must submit an application to know if you qualify for the coverage.

Individuals eligible to apply for this insurance coverage are:

Employees - most Federal and U.S. Postal Service employees and active members of the uniformed services, employees of the Tennessee Valley Authority, D.C. Government employees who were first employed by the D.C. Government before October 1, 1987, and employees of the D.C. Courts. For Federal and Postal employees, in general, if you are in a position that conveys   eligibility for FEHB coverage, you are eligible to apply for insurance under this program (whether enrolled in FEHB or not - the key is ELIGIBILITY).

Annuitants - most Federal and U.S. Postal Service annuitants, retired members of the uniformed services, compensationers (individuals receiving compensation from the Department of Labor who are separated from the Federal service), and retired military reservists (including grey reservists), deferred annuitants (Federal and U.S. Postal Service annuitants who separated from service with title to a deferred annuity), retired employees of the Tennessee Valley Authority, retired D.C. Government employees who were first employed by the D.C. Government before October 1, 1987, retired employees of the D.C. Courts, and surviving spouses. To be considered eligible to apply for this insurance, surviving spouses must be receiving a Federal survivor annuity. They must be a surviving spouse of a deceased person in one of the following groups:

Surviving spouses of deceased active or retired members of the uniformed services who are receiving a Federal survivor annuity are also eligible. However, they are considered eligible as qualified relatives, rather than as annuitants.

Qualified Relatives - including current spouses of employees and annuitants (including surviving spouses of members and retired members of the uniformed services who are receiving a survivor annuity), adult children (at least 18 years old, including natural children, adopted children and stepchildren) of living employees and annuitants (foster children are not eligible), and parents, parents-in-law, and stepparents of living employees (but those of annuitants are not eligible).

In addition to being eligible to apply for the Federal Program, you will also have to answer questions about your health on the underwriting application. Depending upon those answers and perhaps a review of your medical records and/or an interview with a nurse, you may or may not be approved for this insurance.
